The effect that seems needed is actually a bit closer to rotoscoping -- which is the fancy name for drawing over a picture, or motion picture cell.
It's not an effect which is easily (cheaply) done, and often takes a fair bit of user input.
However, you can achieve a result which has the same aesthetic by using a tool like Skitch, drawing an outline around a picture of someones face, then removing the original image. In Skitch you can do this by using the 'Wipe Snap Only' function.
Then use the paint bucket tool to fill in solid sections, and use a custom color with 25% opacity with the Pen tool to add some water color looking tones.
This example was literally a 1 minute job using a mouse -- but you can get some really startling good results using a wacom tablet and a few more minutes.

I'm working with Quechuas in Peru and we're trying to get health info, etc. out to people in Quechua in such a way that people will want to read it - especially youth. We're going to experiment with "photo" comics, but would also like to test the same content with something that looked like a "real" comic. Anything you can do to advance this would be helpful. M

Most of the tutorials I've seen show that as taking a few steps with a lot of input from the artist. I'm not sure if there's an automated tool that can take an image and come out with something that good looking. Even a good tracer like VectorMagic can only do so much as it doesn't know what "looks pleasing".
The plasq guys read these forums regularly and having the example to look at will help them determine if it's possible or not.
