Hi all,
The effect that seems needed is actually a bit closer to rotoscoping -- which is the fancy name for drawing over a picture, or motion picture cell.
It's not an effect which is easily (cheaply) done, and often takes a fair bit of user input.
However, you can achieve a result which has the same aesthetic by using a tool like Skitch, drawing an outline around a picture of someones face, then removing the original image. In Skitch you can do this by using the 'Wipe Snap Only' function.
Then use the paint bucket tool to fill in solid sections, and use a custom color with 25% opacity with the Pen tool to add some water color looking tones.
This example was literally a 1 minute job using a mouse -- but you can get some really startling good results using a wacom tablet and a few more minutes.
