I also have that very problem.
I am running OS X 10.4.11 on a 400 MHz Blue & White Power Macintosh G3 (PowerPC 750).
Skitch used to work like charm (albeit slowly but, hey! my Mac is ANCIENT ).
When I try to run Skitch from the command line, I get

Just to be sure there was nothing amiss, I deleted Skitch from the Applications folder and (re)installed if from the skitch-beta.dmg I downloaded from link you provided.
I am no Mac programming expert but this has all the markings of the G3 library being missing from the package.
